Synopsis
In 1994, Tutsi rebels defeated the Hutu army; this ended the genocide in Rwanda and put the power into the hands of the Tutsi. Hutu soldiers and their relatives fled to nearby Zaire (today the Democratic Republic of the Congo) for fear of prosecution and revenge. Ever since, armed Hutu militia have been terrorizing civilians there. In the refugee camps, however, a new generation has grown up which has nothing to do with the genocide. Therefore, the UN is trying to demobilize the Hutu militia and to persuade the refugees to return to their homeland.
The film accompanies a UN inspector on his not-so-promising mission. His undertaking appears almost Kafkaesque: The UN employee Eric Besner drives around the countryside in his Jeep, on the lookout for Hutu refugees willing to return home. He has nothing to offer the returnees so his task depends on their being willing, but their fear of the new Rwandan government is far from small and, moreover, many of the refugees have found a new home in the Congo. Hence, a week in which he manages to convince five refugees to return home is a good week for Eric Besner, all the more so as the political situation in the eastern part of the Democratic Republic of the Congo remains unclear. The official Congolese army wants to drive the Hutu militias from the country as fast as possible, whereas the Rwandan government has little interest in their return. The Hutu refugees\' \'exile government\' agrees to a return only under the condition of official peace negotiations.
Today, Eric is back home in Canada; the UN mission has not been brought to a close yet.
